ALTER COLUMN (GA)

ALTER COLUMN to non-nullable lets customers enforce "this column must always have a value" directly, in place, no more full table rebuilds just to tighten a constraint. It saves time, avoids error-prone workarounds (CTAS, drop/rename), and preserves table history. Combined with default-constraint support, existing rows get backfilled automatically, so the change is safe and non-breaking.
