Enable Customers to Restart Databases in Azure SQL DB via the Azure Portal

Description

Customers can now initiate a restart/failover of their databases (singleton, Hyperscale, as well as ones in an elastic pool) in the Azure Portal without the need to either write scripts against the Rest AP or call support.
